God Is Lord Pṛthu - The Empowered Śaktyāveśa Incarnation
Śrīla Prabhupāda explains that to maintain cosmic order and establish ideal governance, the Supreme Personality of Godhead empowers specific living entities. Lord Pṛthu is a celebrated śaktyāveśa-avatāra, directly empowered by Lord Viṣṇu with the executive function to rule the earth and protect the innocent.
The Empowered Śaktyāveśa-avatāra
Not all incarnations are the original Personality of Godhead. Śrīla Prabhupāda clarifies that Lord Pṛthu is a śaktyāveśa-avatāra, a living entity specifically invested with the supreme power of Lord Viṣṇu to act as the perfect ruler.
- As we have already explained previously, when a living being is specifically empowered by the Supreme Lord to act for a particular purpose, he is called a saktyavesa-avatara. Prthu Maharaja was not only a saktyavesa-avatara but also a great devotee.
- In this verse (in SB 4.19.3) the word saksat is significant. Prthu Maharaja was a saktyavesa-avatara incarnation of Lord Visnu. Actually Prthu Maharaja was a living entity, but he acquired specific powers from Lord Visnu.
- The Supreme Personality of Godhead invested the power of personal service in Lord Sesa, and He invested the power to rule the earth in King Prthu. Lord Parasurama received the power to kill rogues and miscreants.
- The Kumaras are empowered with transcendental knowledge. Sri Narada is empowered with devotional service. Maharaja Prthu is an empowered incarnation with executive function.
Establishing the Ideal Kingdom
Following the disastrous reign of the tyrannical King Vena, the world fell into chaos. Śrīla Prabhupāda notes that Lord Pṛthu appeared directly from the body of King Vena to restore order, establish religious principles, and extract abundant resources from the earth.
- The Lord, by His causeless mercy, descended as his (King Vena's) son, by the name of Prthu, delivered the condemned King Vena from hell, and exploited the earth by drawing all kinds of crops as produce.
- Maharaja Prthu, the incarnation of God, descended by the prayer of the brahmanas to rectify the disorders on earth. He produced all kinds of crops.
- Instead of creating adverse reactions, it was better for Maharaja Prthu to stop the yajnas in the interest of his original purpose as an incarnation. This purpose was to establish good government and set things in the right order.
- O brahmanas, in the ninth incarnation, the Lord, prayed for by sages, accepted the body of a king (Prthu) who cultivated the land to yield various produces, and for that reason the earth was beautiful and attractive.
Humility and Godly Qualities
Although possessing the potency of the Supreme Lord, a genuine incarnation never prematurely demands adoration. Śrīla Prabhupāda highlights how King Pṛthu displayed profound humility by rejecting early praises from professional reciters until his godly qualities were fully manifested.
- Because he (Prthu Maharaja) had just been coronated he could not manifest his godly qualities in action. Therefore he was not willing to accept the praise of the devotees.
- The offering of prayers was certainly appropriate, for he was an incarnation of Godhead, but he (King Prthu) warned that one should not be accepted as an incarnation of the Personality of Godhead without having the godly qualities.
- They (King Prthu's reciters) were very pleased with the King, who, although actually an incarnation of God, was so humble and delightful in his dealings with devotees.
- In his personal behavior, Prthu Maharaja exhibited all good qualities, and in spiritual knowledge he was exactly like Brhaspati. In self-control he was like the Supreme Personality of Godhead Himself.
The Supreme Protector of Citizens
An ideal monarch acts as the representative of God, distributing mercy and ensuring the spiritual and material welfare of the citizens. Śrīla Prabhupāda emphasizes that King Pṛthu showered his compassion upon the world just like incessant rainfall.
- Another significant word in this verse (SB 4.16.20) is naradeva. As described in previous verses, the qualified king - be he King Prthu or any other king who rules over the state as an ideal king - should be understood to be God in human form.
- An unlimited distribution of mercy is compared to the water falling from the clouds. Maharaja Prthu distributed his mercy incessantly, much like rainfall.
- It is the duty of the king not to tolerate the introduction of any irreligious systems. Since King Prthu was an incarnation of the Supreme Personality of Godhead, certainly his duty was to cut down all kinds of irreligious systems.
- King Prthu was an incarnation of Visnu, he taught the people in his kingdom to take instructions from a spiritual master who represents the disciplic succession. Thus one can become fortunate and enjoy a blissful life even within this material world.
Conclusion
To understand the standard of perfect worldly governance, one must study the life of King Pṛthu. Śrīla Prabhupāda concludes that as a śaktyāveśa-avatāra, Lord Pṛthu flawlessly executed the will of the Supreme Personality of Godhead by rescuing the earth from degradation and establishing an ideal, God-centered society. By manifesting extreme humility, perfect administrative power, and boundless compassion for the citizens, Lord Pṛthu remains the eternal archetype of a righteous, saintly king.
