The governance of the universe and the distribution of spiritual knowledge are not products of chance but are functions of divine law. The Divine Administration and Its Deputies
The Supreme Lord manages the complexities of the material world through a hierarchy of authorized agents. Brahmā, acting as an authorized deputy, creates the various species of life, illustrating that the Lord creates the manifestation either directly or through such agency.
